I am Brian Boyle, Special Agent in Charge of the New England Field Division and I’d like to welcome you to Operation Engage!

As we all know, there are far too many non-fatal and fatal drug overdoses affecting our communities, and sadly, these numbers are increasing. In response, DEA has moved toward community-level collaborative efforts to help reduce these numbers through education and awareness, using our wide range of resources.

Through Operation Engage, our division will focus on the Lowell, Massachusetts community, targeting the fentanyl drug threat. Other components of Operation Engage include:

  • Stakeholder/Community Gatherings: To share the latest information about drug trends, drug threats, and other related pertinent information.
  • The DEA’s Citizens Academy: DEA recognizes the importance of forging strong alliances with local communities and maintaining collaborative relationships with community leaders. The DEA’s Citizens Academy offers participants the opportunity to understand the world of federal drug law enforcement and the important role the DEA and the community together, play in combating drug trafficking, drug misuse, and related violence.
  • Youth Engagement: Through programs like the DEA Educational Foundation Youth Dance Program, and in collaboration with CADCA and the Mark Wahlberg Youth Foundation, children of all ages will be able to actively participate in age-appropriate activities, designed for them to learn and gain the most knowledge about the dangers of drugs in a fun way.
  • Community Outreach Programs: DEA, along with stakeholder involvement, will concentrate efforts in the communities most affected by fentanyl use. In those targeted communities, the New England Field Division will participate in facilitating prevention strategies to include, but not limited to, drug prevention training and technical assistance for communities, coalition outreach, and prescription drug take back events to name a few.

Learning as a family, early on, is the first step in avoiding drug experimentation, drug misuse, drug addiction, and all related behaviors that are plaguing our communities.

Top Local Drug Threat

Lowell, Massachusetts is the newly selected Operation Engage location for the New England Field Division because the drug epidemic has hit hard in the Mill City since this national crisis began.

The CDC's 2021 data (there is no 2022 data available at the time of this report) states Massachusetts has an overall drug overdose rate of 36.8 per one-hundred thousand residents. However, the opioid-related overdose rate is 33.5 per one-hundred thousand residents, which is an increase of 2.5% from 2021 to 2022, according to a June 22, 2023 Massachusetts Department of Public Health (DPH) press release. The preliminary reports state Massachusetts had 2,357 confirmed and estimated opioid related deaths in 2022, which surpassed 2021 numbers by 57.

Fentanyl was present in 93% of all fatal opioid poisonings where a toxicology report was available. Nationally, the leading cause of death between the ages of 18-45 is fatal drug poisonings and Massachusetts is on par with the national average, according to the CDC. In fact, 47% of all opioid related deaths occurred between the ages of 25 and 44 years of age.

Using local statistics as a guide, local DEA officials have identified the powerful synthetic opioid fentanyl as the top drug threat in the Lowell area. Opioid-related overdose deaths have surged in Massachusetts from 733 in 2012 to 2,331 in 2022, according to the Massachusetts Department of Health. Lowell's county, Middlesex, has seen its share of opioid-related overdose deaths grow from 118 to 382 during this same time period.

Laboratory testing indicates 5 out of every 10 pills seized by DEA contain a lethal dose of fentanyl.

DEA has also reported a widespread threat of fentanyl mixed with xylazine.

Furthermore, deaths due to methamphetamine have increased sharply since 2012.

 

Consider these statistics, compiled by DEA's Operation Prevention:

  • In 2022, 11% of 8th graders, 21.5% of 10th graders, and 32.6% of 12th graders reported using an illicit drug in the past year (2022 Monitoring the Future)
  • In 2024, 5 out of 10 fentanyl-laced pills contain a potentially lethal dose of fentanyl (Drug Enforcement Administration)
  • Fentanyl is 50 times more potent than heroin (Drugs of Abuse: A DEA Resource Guide: 2022 edition)
  • In 2021, fentanyl was the leading cause of death among Americans ages 18 to 49, more than car accidents, gun violence, or suicide (Centers for Disease Control, CDC WONDER online database released 1/2023)
  • In 2021, there were 292 drug overdose deaths per day in the United States. Seventy-five percent of those deaths were related to opioids (CDC WONDER)
  • 8.7 million Americans indicated misusing prescription pain relievers in 2021 (2021 National Survey of Drug Use and Health (NSDUH))
  • In 2022, one in eleven high school students said that, at least once in their lifetime, they had taken prescription drugs without a doctor’s prescription, or differently than how a doctor told them to use it (2022 Monitoring the Future)
  • Most prescription opioids used by high school seniors are obtained through a friend or relative — not through a prescription (2021 NSDUH)

DEA New England is excited to partner with our Lowell, Massachusetts leaders to help educate Lowellians about the dangers of Fentanyl and other drugs hitting the streets of America. Our Operation Engage initiative will help support current efforts, as well as, form new partnerships with those who reside in the Merrimack Valley to further our efforts to educate students, businesses, Faith based leaders, parents and educators too. We look forward to partnering with City Manager Tom Golden, Police Superintendent Greg Hudon and the many outstanding not for profits who serve the citizens of Lowell.

Families play a key role in preventing and responding to substance use. Too many families are grieving the death of a loved one due to substance use or coping with the stress that comes from loving a person affected by substance use or misuse. Fortunately, there are thousands of professionals and volunteers involved in all types of organizations who are in positions to help families help their loved one. The Drug Enforcement Administration is honored to partner with these organizations at the state, national and local level. Together for Families seeks to be a place where you can find information that helps you wherever you are on your journey. Visit www.dea.gov/togetherforfamilies.
