Davis Man Sentenced to 10 Years in Prison and Ordered to Forfeit $2 Million for a Drug Trafficking Conspiracy in the United States and Canada

SACRAMENTO, Calif.— Parampreet Singh, 60, of Davis, was sentenced today by U.S. District Judge John A. Mendez to 10 years in prison and ordered to forfeit $2 million for conspiring to distribute and possess with intent to distribute cocaine, heroin, opium, and ketamine, U.S. Attorney Eric Grant and Drug Enforcement Administration Special Agent in Charge Bob P. Beris announced. 

According to court documents, Parampreet Singh, was the leader and organizer of a conspiracy to coordinate drug deals involving cocaine, heroin, opium, and ketamine in Canada. He and co-defendants Ranvir Singh, 43, of Sacramento, Amandeep Multani, 38, of Roseville, and others arranged these transactions from California using encrypted cellphone apps. Between October 2020 and April 2021, they coordinated sales to undercover officers totaling approximately 10 kilograms of cocaine, 1.5 kilograms of opium, 2 kilograms of ketamine, and multiple samples of heroin, generating $637,600 in Canadian currency and $75,190 in U.S. currency, in deals in Canada and Sacramento. 

In addition, between September 2020 and April 2021, Parampreet Singh and his co-defendants repeatedly offered to sell up to 100 kilograms of cocaine, up to 25 kilograms of heroin, up to 100 kilograms of opium, and up to 200 kilograms of ketamine.

The Drug Enforcement Administration conducted the investigation with assistance from Homeland Security Investigations, the Federal Bureau of Investigation, the York Regional Police in Canada, the Royal Canadian Mounted Police, and the Placer County Special Investigations Unit. Assistant U.S. Attorney David W. Spencer prosecuted the case.

Parampreet Singh pleaded guilty on Sept. 9, 2025. Multani pleaded guilty on Dec. 13, 2022, and agreed to cooperate fully with the United States. He was sentenced to time served on Dec. 10, 2025, after spending more than four years and eight months in custody.

On Oct. 15, 2025, a jury found Ranvir Singh guilty of conspiracy to distribute cocaine and ketamine and one count of distribution of cocaine. He is scheduled to be sentenced on Dec. 1, 2026. Ranvir Singh faces a maximum statutory penalty of life in prison and a $10 million fine. The actual sentence, however, will be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables.

This case is part of the Homeland Security Task Force (HSTF) initiative established by Executive Order 14159, Protecting the American People Against Invasion. The HSTF is a whole-of-government partnership dedicated to eliminating criminal cartels, foreign gangs, transnational criminal organizations, and human smuggling and trafficking rings operating in the United States and abroad. Through historic interagency collaboration, the HSTF directs the full might of United States law enforcement towards identifying, investigating, and prosecuting the full spectrum of crimes committed by these organizations, which have long fueled violence and instability within our borders. In performing this work, the HSTF places special emphasis on investigating and prosecuting those engaged in child trafficking or other crimes involving children. The HSTF further utilizes all available tools to prosecute and remove the most violent criminal aliens from the United States. HSTF Sacramento is composed of agents and officers from Homeland Security Investigations, the Federal Bureau of Investigation, the Drug Enforcement Administration, Northern California High Intensity Drug Trafficking Area, Central Valley High Intensity Drug Trafficking Area, and the Sacramento County Sheriff’s Office with the prosecution being led by the United States Attorney’s Office for the Eastern District of California.
