Two Rock Hill Men Sentenced to Federal Prison for Their Role in Drug Conspiracy
COLUMBIA, S.C. — Emmanuel Deon Foster, 36, and Bobby Antoinios Hall, 41, both of Rock Hill, have been sentenced for their involvement in a conspiracy to distribute quantities of fentanyl, crack cocaine, cocaine, methamphetamine, and heroin.
Evidence obtained in the investigation revealed that Foster and Hall had a close relationship with the leader of the conspiracy. Based upon law enforcement efforts, they learned both Foster and Hall purchased fentanyl-laced pills during the time of the conspiracy from the leader. These pills were then sold to other dealers in the Rock Hill area. Foster also purchased and sold cocaine, crack cocaine, heroin, marijuana, and methamphetamine. These drugs were purchased from other members of the conspiracy and sold to other dealers. This operation has been responsible for the arrest and conviction of more than 20 individuals during its existence.
United States District Mary Geiger Lewis sentenced Foster to a total of 120 months imprisonment, to be followed by a five-year term of court-ordered supervision. Hall was sentenced to 84 months imprisonment to be followed by a three-year term of court-ordered supervision. There is no parole in the federal system.
This joint law enforcement activity and prosecution is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation.
