Three Arrested For Heroin Distribution; Two Were Convicted Felons

OTSEGO, N.Y. - Acting Special Agent in Charge of the New York Division of the Drug Enforcement Administration James J. Hunt, Otsego County Sheriff Richard J. Devlin Jr., and Oneonta Police Department Chief Dennis R. Nayor announce the arrest of three individuals involved in the possession and distribution of heroin in the City of Oneonta following a month long narcotics investigation.  Investigation revealed that two time convicted felony Kquan "Paris" Brockington of Schenectady would bring drugs to Oneonta and convicted felon Cody Barnes would broker drug deals for him. 

On January 31st in the early morning hours, members of the Sheriff's Office Special Enforcement Bureau executed a no-knock narcotics search warrant at 128 Chestnut Street in the City of Oneonta.  Investigators from the Sheriff's Office had previously obtained the search warrant from the City of Oneonta Court.  Deputies and investigators from the Sheriff's Office including Deputy Keith Sheldon and K-9 Ricky; DEA special agents; Oneonta Police Department officers; and NYS parole officers searched the residence and located the following items during the search: 43 glassine envelopes containing heroin with an Oneonta street value of $1,075; Nine Suboxone sublingual strips with the value of $180; two baggies of powder cocaine valued at $200; Adderall, Clonazapam and Xanax tablets valued at $75; an expandable (billy club); containers of diluents that are commonly used to cut the heroin and $1,075 in U.S. currency. 

The following charges were filed by investigators and DEA special agents last Friday:

Brockington - CPCS (possessing heroin with intent to sell); CPCS (possessing Suboxone with intent to sell); CPW (billy and previous criminal conviction); Conspiracy 4th - all felonies and CPCS 7th - (heroin and Suboxone possession) - faces up to 25 years in prison due to the two previous felony convictions

Barnes - CPCS (possessing cocaine with intent to sell); CPW (billy and previous criminal conviction); Conspiracy 4th - all felonies and CPCS (possessing cocaine, Adderall, Clonazapam and Xanax tablets) and criminal use of drug paraphernalia (possessing containers of diluents that are commonly used to cut the heroin) - faces up to 12 years in prison due to a previous felony possession felony

Whitehead - Conspiracy 4th and CPCS 7th   (heroin and Suboxone possession) - faces up to four years in prison

The defendants were arraigned by Town of Otsego Judge Gary M. Kuch and remanded to the OCCF.  Whitehead's bail was set at $10,000, Barnes' at $25,000, and Brockington was sent to the Jail without bail due to two felony convictions.  They are all scheduled to return the Oneonta City Court at a later date. 

The Schenectady Police Department SIU also assisted with the narcotics investigation.

District Attorney John M. Muehl and Chief A.D.A. Michael F. Getman are prosecuting the cases.
