Twenty-Seven Defendants Charged With Narcotics-Related Offenses

Mangione, Special Agent in Charge, U.S. Immigration and Customs Enforcement, Homeland Security Investigations, Miami Field Office, Gregory McCann, Acting Director of Field Operations, U.S. Customs and Border Protection, Miami Field Office, James K. Loftus, Director, Miami-Dade Police Department, Miguel Exposito, Chief, City of Miami Police Department, Alexander E. Rolle, Chief, Homestead Police Department, Al Lamberti, Sheriff, Broward Sheriff’s Office, Duncan Foster, Chief, Coral Springs Police Department, and Chadwick E. Wagner, Chief, Hollywood Police Department, announced the unsealing of 13 narcotics-related indictments against 27 individuals.

Charged in the indictments were: Ali Noureddine, 44, of Miami, Ali Ibrahim Sebai, 58, of Miami, Khalid Nabil Ismail, 37, of Hialeah, Imad Mahmoud El Moukaddem, 49, of Pembroke Pines, Mohamad Ali Jawad, 42, of Miami, Alaa Ali Jawad, 44, of Miami, Ali Kamel Dakmak, 30, of Coconut Creek, Ashraf Kamel Dakmak, 34, of Coconut Creek, Hussein Kamel Dakmak, 36, of Coconut Creek, Hassan Dib Awada, 46, of Doral, Hussam Faour, 49, of Doral, Haider Mohamed El Souri, 40, of Delray Beach, Ahmad Kaik, 27, of Delray Beach, Bilal Kaik, 23, of Delray Beach, Mohamad Hatoum, 25, of Delray Beach, Abdallah Hussein Bahje, 46, of Hialeah, Abdu Allah Raafat Safa, 44, of Miami, Ali Hussein Khalaf, 44, of Miami, Ali Moukaddem, 35, of Pembroke Pines, Juan Bermudez Cruz, 42, of Florida City, Adnan Abood, 44, of Doral, Ismail El-Sibai, 49, of Hollywood, Richard Sherlock Anderson, 41, of Miami, Kirk Lester Anderson, 37, of Miami Gardens, Luis Alberto Negrin, 23, of Miami, Alfredo Gallardo Lorie, 23, of Miami, and Mozart Emmanuel Noel, 38, of Miami.

The defendants are charged with selling “cut” for cocaine or heroin knowing and intending that it would be used to manufacture significant amounts of cocaine or heroin for future distribution. A cutting agent is a specifically formulated powdered chemical used to dilute the primary drug, such as cocaine or heroin, before it is sold on the street. These defendants are individually charged with a variety of narcotics-related offenses, including conspiracy to aid and abet the manufacture and distribution of controlled substances, attempting to aid and abet the manufacture and distribution of controlled substances, and selling and offering to sell narcotics paraphernalia. If convicted, the statutory maximum sentence is up to life imprisonment.

An indictment or information is only an accusation and defendants are presumed innocent until and unless proven guilty beyond a reasonable doubt.
