El Paso Intelligence Center

The Drug Enforcement Administration (DEA) El Paso Intelligence Center (EPIC) is a national-level intelligence center. EPIC is a force multiplier providing support to DEA and its Federal, State, Local, and Tribal law enforcement (LE) partners. Support is provided through the General Watch Operations, the Trucking Initiative, the National License Plate Reader Program (NLRP), Air Investigations support, Requests for Information responses, the National Seizure System database, and Operation Fountainhead drug marking database.

Requests for access to EPIC’s services can be gained through the EPIC website listed below, to include access to the Deconfliction and Information Coordination Endeavor (DICE) application.

Resources

The Air Investigative Unit provides intelligence support to Law Enforcement Agencies to disrupt air transportation capabilities related to drug trafficking within the United States and around the region. It collaborates with the Federal Aviation Administration (FAA) and other relevant Law Enforcement Agencies. 

 Capabilities:

  • Aircraft monitoring.
  • Maintains a list of stolen aircraft.
  • Research on aircraft registration activities.
  • Analyses historical flight patterns.
  • Conducts airport studies to identify usage trends. 
  • Monitors suspected aircraft activities via radar.

The EPIC General Watch is a DEA call center staffed 24-hours a day, 7-days a week to provide immediate, real-time support to Federal, State, local, and tribal law enforcement officers with access to sensitive but unclassified criminal law enforcement information from major Federal, State, and internal databases. The EPIC Watch assists law enforcement with all threats and all crimes, not strictly drug trafficking investigations.

  • Provide immediate “Real-Time” tactical intelligence support concerning the movement of drugs, weapons, aliens, currency, and other contraband toward, into, out of and within the United States
  • Provide officer safety through case coordination and case development
  • Access to the DEA NLPRP Program

EPIC.General.Watch@dea.gov

The DEA NLPRP is a network of Federal, State, local, and tribally owned license plate reader cameras placed on public roadways nationwide. The NLPRP System can be accessed through the DEA Special Intelligence Link (DEASIL) interface to conduct searches of the central database of known license plates of interest to an investigation or to set up tactical alerts for license plates of interest.  DEASIL is a strong investigative tool for ALL Federal, State, Local, and Tribal agencies to use in their investigations. There is NO cost to use the DEASIL system.

 Capabilities:

  • Tactical alerts for license plates of interest
  • License Plate alerts are sent via email or text.
  • 90-day historical query system for license plates.
  • Can be accessed on any internet ready device, or by a call to the General Watch.
  • The system is fast and easy to use.
  • License plate photos instantly available.
  • The EPIC General Watch can set up tactical alerts or query license plates of interest on behalf of DEASIL users.

Once vetted, users can access data from both their own license plate reader cameras, as well as over 10,000 other readers shared from license plate reader cameras throughout the United States. If you are interested in your cameras becoming part of the NLPRP, contact EPIC at LPR@dea.gov.

DEASIL.usdoj.gov

The NSS is a repository for collecting seizure information on drugs, currency, chemical/precursors, lab equipment, and weapons seizures. Information includes:

  • Seizure locations
  • Person
  • Transportation (Aircraft, Vehicle, and Vessel)
  • Markings, and Wrappings

Any U.S. law enforcement (LE) agency can report seizures to the NSS via the EPIC General Watch, 1-888-USE-EPIC, or the EPIC Portal: EPIC.gov.

  • Federal LE agencies report drug seizures meeting a designated threshold to be issued a Federal Drug Identification Number (FDIN) tracking number.
  • State and Local LE agencies can voluntarily report any seizure to the NSS and are not subject to the threshold requirement.

Fountainhead is an information sharing database for law enforcement to exchange marking information, impressions, and logos associated with seized packages of drugs. The primary purpose is for information sharing and identification of impressions, markings, logos, and other identifiers found in or on packages of drugs to identify possible case linkages. Law Enforcement officers can query markings and expand the OPFH database by submitting a request to EPIC.RFI@dea.gov.

The EPIC and DOT/Federal Motor Carrier Safety Administration Trucking Initiative targets criminal activity involving commercial trucking on U.S. highways. It supports law enforcement through research on motor carriers, vehicles, and drivers. Identifies trucking companies or individuals associated with those companies through in-depth, all-source research and analysis of all indicators which impact the smuggling environment.
