Drug Investigation Leads To Indictments And Arrests In Darby, Pennsylvania
PHILADELPHIA, PA. - Indictments were unsealed today upon the arrests of ten individuals named in separate cases stemming from a long-term investigation into drug dealing in and around Darby Township, PA that included the Third Street Boys Crack Cocaine (“TSBCCO”), announced United States Attorney Zane David Memeger and Drug Enforcement (DEA) Special Agent-in-Charge John J. Bryfonski of the Philadelphia Division.
A fourth superseding indictment, in the case of U.S. v. Watters, et al., adds five defendants to the case that focuses on the TSBCCO. Stefan Fenwick, a/k/a “Fish”, Andre Roberts, a/k/a “Dre”, Deshawn Randolph, a/k/a “Cappy”, Russell Walker, a/k/a “Jock”, Allen Parker, a/k/a “Reese”, are charged in the original conspiracy to distribute cocaine. All five are also charged with distribution of cocaine. Fenwick and Roberts are additionally charged with distribution of marijuana. According to the indictment, the TSBCCO was a criminal gang that used violence and threats of violence to control its primary territory along North Third Street in Darby Borough.
The following separate indictments are components of the ongoing investigation and are not directly tied to the Third Street Boys Crack Cocaine Organization:
In a separate six count indictment, Louis Harris, Ebony Neal, and Abdul Abdul-Haqq were charged with various drug-related offenses. Harris and Neal were charged with conspiracy to distribute 50 grams or more of cocaine (“crack”), distribution of 50 grams or more of crack, distribution of five grams or more of crack, and two counts of crack distribution within 1,000 feet of a public school; Abdul-Haqq was charged with distribution of 50 grams or more of crack.
In a separate four count indictment, Andre Woodard and Louis Harris were charged with distribution of cocaine (“crack”) and distribution of crack within 1,000 feet of a daycare center, and Woodard with distribution of 50 grams or more of crack, and possession with intent to distribute 28 grams or more of crack.
In a separate nine count indictment, Shawn Lyons and Larry McDaniel were charged with various drug-related offenses, including conspiracy to distribute five grams or more of cocaine (“crack”), three counts of distribution of five grams or more of crack, and three counts of crack distribution within 1,000 feet of a protected location.
“Today's arrests demonstrate, yet again, how federal and local partners can collaborate successfully to combat a major problem plaguing a community,” said Memeger. “The crimes that are alleged in the four separate indictments unsealed today had a detrimental effect on the quality of life of Darby Borough's citizens. My office will continue to aggressively pursue those individuals committing the crimes that interfere with the quality of life in a community.”
“Delaware County is, unfortunately, not immune to drug trafficking and the predators associated with that trade who prey upon those hard working citizens trying to make a living each day,” said Bryfonski. “But, today, Delaware County’s law enforcement community, including the county’s police departments, District Attorney’s Office and DEA, having joined forces months ago to identify, investigate and now arrest those responsible for much of the crime in this area, are able to demonstrate we mean business.”

If convicted of all charges, defendants Shawn Lyons and Larry McDaniel face a mandatory minimum term of five years in prison, up to 80 years in prison; defendants Woodard, Neal, Harris, Abdul-Haqq, Walker, and Parker each face a mandatory minimum term of ten years in prison up to life in prison; defendants Fenwick, Roberts, and Randolph face a mandatory minimum term of 20 years in prison up to life in prison.
The case was investigated by the Philadelphia Division of the Drug Enforcement Administration and the Darby Borough Police Department. They are being prosecuted by Assistant United States Attorneys Melanie Babb Wilmoth and Sozi P. Tulante.
