Introduction
Fentanyl is the greatest threat facing Americans today. It is the leading cause of death for Americans between the ages of 18 and 45. The Mexican drug cartels responsible for the fentanyl smuggled into the United States – the Sinaloa Cartel and the Jalisco Cartel – operate global criminal enterprises and rely on a global supply chain. To end the most devastating drug crisis that our country has ever faced, DEA is taking unprecedented action to target every aspect of the global fentanyl supply chain.

Diversion of Chemicals Threat
Today's illicit drug market includes an assortment of purely synthetic drugs including illicit fentanyl. Synthetic drugs are illegally manufactured in clandestine laboratories and require chemicals to synthesize, extract, and purify these drugs.
DEA monitors and controls these listed chemicals as authorized under the Controlled Substances Act (CSA) to prevent their diversion into illicit drug production. Listed chemicals are defined under 21. U.S.C. § 802 (34) and (35). In addition to the CSA, DEA has statutory authority to prevent chemicals diversion under the Chemical Diversion and Trafficking Act of 1988, the Domestic Chemical Diversion Control Act of 1993, the Comprehensive Methamphetamine Control Act of 1996, the Methamphetamine Anti-Proliferation Act of 2000, and the Combat Methamphetamine Epidemic Act of 2005.
Additionally, DEA is the competent national authority for the United States under three International Drug Control Treaties to include: article 18 of the Single Convention on Narcotic Drugs of 1961, article 16 of the Convention on Psychotropic Substances of 1971, and article 12 of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988.
DEA issues certificates and authorizations for the import and export of controlled substances in accordance with Single Convention on Narcotic Drugs of 1961, the Convention on Psychotropic Substances of 1971.
DEA is also responsible for regulating and enforcing national controls over listed chemicals (i.e. precursors chemicals) in accordance with United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988.
The authorities granted to DEA allows DEA to target individuals and criminal organizations who illegally manufacture fake pills that have infiltrated our communities impacting public health and safety.
