Attorney General Mayes Announces Conviction of Tucson Psychiatrist for Sexual Assault, Sexual Abuse, and Fraud

TUCSON, Ariz — Attorney General Kris Mayes announced today that a Pima County Superior Court has reached a guilty verdict on all counts in the trial of 57-year-old Muhammad Saeed, M.D., a former Tucson Psychiatrist, who practiced in Arizona from 2004-2020.

Dr. Saeed was convicted on June 19, 2025, of one count of sexual assault, thirty counts of sexual abuse, and three counts of fraudulent schemes and artifices, all relating to his conduct and treatment of three patient-victims. The three former patients each testified at trial and described the touching and multiple instances of abuse they experienced at the hands of Dr. Saeed. Victims were also addicted to controlled substances and some patients in his care overdosed on the controlled substances that Dr. Saeed prescribed them. 

"This doctor abused his doctor-patient relationships and took advantage of his position of power to prey on the women in his care," said Attorney General Mayes. "I am inspired by the three former patients who testified at this trial and helped us bring Dr. Saeed to justice." 

All of Dr. Saeed’s convictions stem from an indictment filed and amended at the conclusion of a joint investigation conducted by personnel from the U. S. Drug Enforcement Administration's Tucson District Office, the Tucson Police Department, and the Arizona Attorney General’s Health Care Fraud and Abuse Section. 

Dr. Saeed is a known fugitive who is believed to have fled to Pakistan prior to prosecution. 

The case was prosecuted by Arizona Attorney General’s Senior Litigation Counsel F. Sterling Struckmeyer.
