Windsor Man Pleads Guilty to Federal Narcotics Charge

June W. Stansbury, Special Agent in Charge of the Drug Enforcement Administration in New England and Kevin J. O’Connor, United States Attorney for the District of Connecticut, announced that RAYMOND DUNCAN, age 34, formerly of 82 Seymour Street, Windsor, Connecticut, pleaded guilty today before United States Magistrate Judge Donna F. Martinez in Hartford to possession with the intent to distribute 50 grams or more of cocaine base (“crack” cocaine).

According to statements made in court, DUNCAN today admitted that, on March 31, 2005, he knowingly possessed in excess of 50 grams of crack cocaine with the intent to distribute it. According to the Government, on that date, federal law enforcement conducted a search of DUNCAN’s residence and found more than 100 grams of crack cocaine and 250 grams of powder cocaine. DUNCAN was arrested at that time and has been released on a $250,000 bond, secured by real property, since his arrest.

Sentencing has been scheduled for December 19, 2005, at which time DUNCAN faces a mandatory minimum term of imprisonment of 10 years, a maximum term of life imprisonment and a fine of up to $4 million.

This case was investigated by a collaboration of members of the Meriden office of the Federal Bureau of Investigation, the Hartford office of the Drug Enforcement Administration, and the Hartford Police Department.
