Doctor Charged With Illegally Prescribing Narcotics And Sexual Assault
New Britain, CT….A Farmington, Connecticut doctor Guy Owens, age 77 was arrested today and was charged with the following:
Sexual
Assault in the Second Degree
Sexual Assault in the Fourth Degree-3 counts
Illegal Prescribing/Sale of Narcotics -4 counts
Illegal Prescribing/Sale of Controlled Substances-8 counts
Dr. Owens was arrested after a six month investigation by the New Britain Police Department, Connecticut Department of Consumer Protection Drug Control Division, Drug Enforcement Administration, Connecticut State Police, and the New Britains State's Attorney's Office. Dr. Owens was arrested at his place of business in New Britain, at approximately 10:30 am on February 20, 2003. A search and seizure warrant was also executed on his place of business at the time of his arrest. His bond has been set by the court at $750,000.00. Dr. Owens is scheduled to be arraigned in New Britain Superior Court.
"Doctors who write illegitimate prescriptions will be pursued by the DEA and our law enforcement partners," said DEA Special Agent in Charge Mark R. Trouville. "The success of this investigation is attributable to the hard work of the New Britain Police Department and the Connecticut Drug Control Office."
The investigation stems from a complaint received by the Connecticut Department of Consumer Protection Drug Control Division that Dr. Owens was illegally prescribing narcotic and controlled substances to at least one patient. Dr. Owens is also alleged to have a sexually assaulted at least one patient on four separate occasions.
The search and seizure warrant and the arrest warrant outlining the sexual assault allegations have been ordered sealed by the court.
