Federal
Indictment Unsealed In Federal Court Today
Naming 10 Defendants In Drug Conspiracy

32, a resident of Houston, MARLON WILLIAMS,
a/k/a “Tangy”, a/k/a “Tingy”,
age 34, a resident of New Orleans, Louisiana,
LATOYA JORDAN, a/k/a “T”, age
29, a resident of Houston, Texas, TREMELL
ARMSTEAD, a/k/a “Mel,” age
32, COREY TOLIVER, a/k/a “Woog”,
age 30, JOHN DOMINO, JR, a/k/a “JD”,
age 47, a resident of Houma, Louisiana,
ZERRON NEALY, a/k/a “Boss a/k/a “Zee” age
37, a resident of New Orleans, Louisiana,
HERBERT KEYS, III, a/k/a “Keys” age
35, a resident of New Orleans, Louisiana, BRANDON
E. TURNER, a/k/a “Bubba” age
32, a resident of New Orleans, Louisiana,
and JEFFERY G. TERRANCE a/k/a “Jeff”, age
35, a resident of New Orleans, Louisiana,
were charged in a 12-Count indictment by
a Federal Grand Jury for violations of
the Federal Controlled Substances Act involving
the trafficking of heroin, announced U.
S. Attorney Jim Letten.
The
indictment was returned by a Federal Grand
Jury on July 8, 2010 and remained under seal
until yesterday, when six of the defendants
were arrested by law enforcement and made
their initial appearances before United States
Magistrate Judge Louis Moore. ARMSTEAD
and NEALLY are fugitives pending their arrest. HERBERT
KEYS and BRANDON TURNER are currently incarcerated
in St. Tammany Parish on state charges and
will be brought in to answer the federal
charges against them. According to
the indictment, from approximately March,
2008 until approximately July 1, 2010, the
defendants participated in a conspiracy to
distribute heroin.
On
July 14, 2010, Special Agents and Task Force
Officers of the Drug Enforcement Administration
in conjunction with Terrebonne Parish Sheriff’s
Office, Lafourche Parish Sheriff’s
Office, New Orleans Police Department, St.
Tammany Parish Sheriff’s Office, St.
Bernard Parish Sheriff’s Office, Jefferson
Parish Sheriff’s Office, Louisiana
National Guard, Louisiana State Police, U.S.
Marshals Service, and U. S. Alcohol, Tobacco
and Firearms arrested a total of twenty-one
(21) defendants (which includes 13 defendants
to be prosecuted by state authorities). Additionally,
evidence was seized during the execution
of four federal search warrants in Louisiana
and one in Houston, Texas.
If
convicted of the overall conspiracy charge
to distribute and possess with intent to
distribute at more than two kilograms of
heroin, all named defendants face a minimum
term of 10 years imprisonment and maximum
term of life imprisonment, a $4,000,000.00
fine, five years of supervised release following
any imprisonment, and a $100.00 special assessment.
THOMAS
G. WILLIAMS further faces a further faces
a minimum term of 5 years and maximum term
of 40 years imprisonment, a $1,000,000.00
fine, three years of supervised release following
any imprisonment, and a $100.00 special assessment
if convicted as to Count 2.
JOHN
DOMINO, Jr. further faces a maximum
of 20 years imprisonment and maximum term
of life imprisonment, a $1,000,000.00 fine,
three years of supervised release following
any imprisonment, and a $100.00 special assessment
if convicted as to Counts 3-11 for distributing
a quantity of heroin.
In
addition, five defendants, THOMAS G. WILLIAMS,
MARLON WILLIAMS,, LATOYA JORDAN, TREMELL
ARMSTEAD, JEFFERY G. TERRANCE, were charged
with possession with intent to distribute
a kilogram of more of heroin and faces a
minimum term of 10 years imprisonment and
maximum term of life imprisonment, a $4,000,000.00
fine, five years of supervised release following
any imprisonment, and a $100.00 special assessment
if convicted as to Count 12.
U.
S. Attorney Letten reiterated that the indictment
is merely a charge and that the guilt of
the defendants must be proven beyond a reasonable
doubt.
The
case was investigated by Special Agents of
the Drug Enforcement Administration. The
case is being prosecuted by Assistant U.S.
Attorneys Kevin Boitmann and W. Scott Laragy. |
