friendly page] Charlotte Men Charged with SC Pharmacy Robberies AUG 22 -- COLUMBIA, SC - United States Attorney W. Walter Wilkins announced today that a Federal Grand Jury in Columbia, South Carolina returned Indictments against Christopher Ryan Hayes, age 24, Stephen B. Tandy, age 32, and Thippasone Phanasouk, age 32, all of Charlotte, North Carolina, were charged in a four-count Indictment with Armed Robbery of a Pharmacy, violations of Title 18, United States Code, Sections 1951(a) & 924(c). The indictment charges Hayes and Phanasouk with robbing at gunpoint a Walgreen’s pharmacy located in Gaffney, SC and Hayes and Tandy with robbing at gunpoint a Walgreen’s pharmacy located in Lexington, SC. They were accompanied during both robberies by Andy Huynh, age 25, currently incarcerated in Lexington, who was previously indicted for the same offenses and has pleaded guilty. The conspirators took Schedules II and III narcotics during the robberies. The maximum penalty Hayes, Tandy, and Phanasouk could receive for the first and third counts is a fine of $250,000 and imprisonment of 20 years. The violations of 924(c) carry penalties of seven years incarceration for the first offense, and an additional 25 years incarceration for the second offense. This case was developed by investigators from the Drug Enforcement Administration and is assigned to Assistant United States Attorney Winston D. Holliday, Jr., of the Columbia office for prosecution.
